We are seeking an experienced and highly motivated Senior Proposal Manager to lead the end-to-end proposal lifecycle for U.S. Federal Government IT Services opportunities. This is a strategic, hands-on leadership role requiring deep expertise in managing complex federal proposals while actively writing, editing, and developing high-quality proposal content. The ideal candidate will have extensive experience leading large, cross-functional proposal efforts in response to Federal solicitations (RFPs, RFIs, RFQs, and Sources Sought) and possess exceptional proposal writing, project management, and stakeholder coordination skills. The individual will own the proposal process from opportunity qualification through final submission, ensuring compliant, compelling, and winning proposals.

• Own and manage the complete proposal lifecycle for U.S. Federal Government IT Services opportunities.
• Lead proposal planning, kickoff meetings, schedules, compliance tracking, reviews, and final submission.
• Serve as the primary Proposal Manager for strategic and high-value federal opportunities.
• Write, edit, and refine technical, management, executive summary, staffing, transition, quality assurance, and past performance sections.
• Develop compelling win themes, value propositions, discriminators, and executive messaging.
• Analyze solicitation documents including RFPs, RFQs, RFIs, Sources Sought, Amendments, and Questions & Answers.
• Create and manage compliance matrices, proposal outlines, storyboards, schedules, and content plans.
• Coordinate with Capture Managers, Solution Architects, Technical SMEs, Pricing Teams, Contracts, HR, Recruiting, Delivery, and Executive Leadership.
• Ensure proposal content is compliant with customer requirements and aligns with evaluation criteria.
• Lead Pink Team, Red Team, Gold Team, and Executive Review cycles while incorporating reviewer feedback.
• Maintain proposal schedules and ensure all deliverables are completed within deadlines.
• Manage proposal repositories, templates, resumes, past performance libraries, and reusable content.
• Support capture planning by contributing proposal strategy during pre-RFP and capture phases.
• Ensure high-quality formatting, editing, consistency, and production of proposal documents.
• Mentor junior proposal writers and proposal coordinators while establishing proposal best practices.

• Bachelor's degree in English, Business, Communications, Information Technology, Engineering, or a related discipline.
• 8–15+ years of experience managing and writing U.S. Federal Government proposals.
• Proven experience leading end-to-end federal proposal efforts for IT Services opportunities.
• Strong understanding of the Federal acquisition process and procurement lifecycle.
• Demonstrated success managing multiple concurrent proposals under aggressive deadlines.
• Exceptional proposal writing, editing, proofreading, and document management skills.
• Ability to interpret complex federal solicitation requirements and convert them into compelling proposal responses.
• Experience working with executive leadership, technical teams, and capture organizations.
• Excellent organizational, communication, and stakeholder management skills.

• Experience responding to opportunities involving: Digital Transformation, Cloud Services (AWS, Azure, Google Cloud), Cybersecurity, Application Development & Modernization, Data Analytics & AI, DevSecOps, Infrastructure & Managed Services, ERP & Enterprise Platforms, Help Desk / Service Desk, IT Staffing & Professional Services.
• Knowledge of Federal Agencies.
• Experience supporting proposals for agencies such as: Department of Defense (DoD), Department of Homeland Security (DHS), Department of Veterans Affairs (VA), Department of Health and Human Services (HHS), General Services Administration (GSA), Department of Justice (DOJ), Department of Treasury, Centers for Medicare & Medicaid Services (CMS), Internal Revenue Service (IRS), NASA, State, Local, and Education (SLED) agencies (preferred).
